"I am directed by the Board of Trade
to acknowledge the receipt of your
letter and the copy despatch from the Acting Governor of Hongkong relative to the proposed construction of a light house on the Kap Shui Mun together with a copy of the reply which it is proposed to send, and to request for the observations of this Department thereon.
In reply, I am to request that you will state to the Secretary of State that the Board of Trade are not aware of all the circumstances in which he proposes to approve the erection of this Light house.
